Art Stoner (Tom Berenger) is a serial killer. And he has a mission too. He makes unhappy people happy and then he kills them. That way they can die happy souls and Art can move on in his search for more unhappy people. During these 96 minutes Art moves into a small fishing village and takes work in the local watchtower. That way he can see if anyone's coming from miles away. To his luck there's also an unhappy disoriented woman around. And she has a younger brother too who likes to play electric guitar on top of the watchtower. Hey, it's almost like the family Art has never had. And as long as they haven't seen The Stepfather he'll be in business.

Atmospheric small town setting, great acting (Berenger's best role for years and years) and intelligent direction lifts this otherwise predictable slasher from the director of My Bloody Valentine, making it engaging and suspenseful enough to hold interest even though you've seen it all before. Only an unsuitable guitar soundtrack and a crap ending disappoints. I hate the ending.
